CFRP is one type, yes. A lot of car stuff has chopped glassfibre strand in the larger bits - many slam panels for example.

I'd take the bars off, rub it down mask the rubber and glass then paint all the lot with some satin black acrylic aerosol. You can buy them for under £3 round here.
So where does this bit go then ?

mines going also, not as bad and only on one of the inner ribs and being short i need steps to get up there to see it. don't propose doing any thing about it.

Yours is not an isolated case it would seem. The coating/paint is starting to deteriorate on my modutop too. Not too much of a suprise I suppose after a decades exposure to the sun and elements up above. Even though it's originally a gun metal colour, as Ffrenchie has already said, come the spring I'll be giving it a flat down, and applying a couple of good coats of acrylic satin black for protection.
